Generally speaking, Republicans and Democrats differ on how frequently market failures occur and result in the need for government intervention into the policy arena. Conservatives are more likely to believe that government is too big and that government is not an effective tool for continued progress. Liberals tend to believe that government is a tool for good, and that it will work to equalize power differences between rich and poor.
