You could perhaps explore the institutional logics literature here and consider using this as one way of exploring the former and the revised institutional logic that exists in Saudi Arabia to support female entrepreneurship. This would add some theory.
Also perhaps read some evolutionary economic geography on path dependency – the paper by Ron Martin, and path creation. Thus. SA is trying to develop a new path and related routines and break from an existing form of path dependency.
