c. Based on all of the information that you have gathered, describe and create a potential solution to the issue. Here are some points that will guide your thinking and writing:

vi. Finally, if the group had the ability to modify or to transfer a responsibility to another jurisdiction or entity, to where can it be transferred? Would the group take this approach? Explain why or why not.
3. Conclusion: a summary of your essay (at least one page). The paper includes a conclusion that re-introduces the position. The conclusion offers ideas for future directions and ends with universal statements regarding the issue
