Establish that there is a specific problem, the effects of the problem, and why it needs to be fixed. Then, at least 1/4 of the paper must be the detailed solution to the problem.
Make sure to propose an action oriented solution to the problem as THE THESIS in the introduction. You need to propose a specific action oriented plan to solve the issue. Your solution needs to overtly indicate who (the federal government, state government, college boards, the Department of Justice, WHO, etc.) can solve this problem and HOW (a policy or practice to solve it) and WHY they need to solve it.
