Homeland Security Analytical Paper

This is a comparative/analytical paper on the National Incident Management System (NIMS), the Incident Command System (ICS) and the NFPA 3000. The NFPA 3000 document created by the National Fire Protection Agency is also know as the Standard for an Active Shooter/Hostile Event Response (ASHER) Program. The very first edition of this document was made in 2018 and was created to establish a standard addressing all aspects of the Active Shooter/Hostile Event Response process, from identifying hazards and assessing vulnerability to planning, resource management, incident management at a command level, competencies for first responders, and recovery. Considering how new the document is, I am requesting a compare and contrast of this program be made with ICS and NIMS, concluding in recommendations in how to proceed in creating a second edition of the NFPA document.

The paper should begin with a one paragraph abstract/description of the topic, followed by clearly stated research question. Relevant Current/Historic Research and a review of past or current work need be included (I have provided ample sources). In addition, general finding among researchers need be mentioned. Comparison of the three programs, problems and/or key issues for each. A discussion on the observations concerning results/conclusions, where recommendations are made on how to proceed in enhancing the NFPA Active Shooter response standard. APA format, size 12 font, double spaced. Sections and subsections divided by one blank line, No blank lines between paragraphs in the same section, Single spaced references/bibliography page. Number all pages except title page. 12 Pages in length, minimum of ten sources (I have provided sources). Refrain from using internet sources. Use scholarly sources (peer reviewed articles).
