Nuclear-Armed Powers

Tensions between nuclear-armed powers seem to be on the rise (e.g., India and Pakistan; Russia and the US; China and the US). Can the use of nuclear weapons be morally justified? If so, on what grounds? If not, how can states morally justify their large nuclear arsenals or the existence of detailed plans and prodedures for their employment? Given the unpredictable nature of war, does the possibility of escalation to a nuclear exchange render any war between nuclear powers morally impermissible?

Your paper must follow the format prescribed below. This assignment is an exercise not only in
moral reasoning, but also in clear writing and the art of making a compelling argument.
o Each of the 7 sections must be clearly marked with the corresponding Roman
numeral described below.
o You are encouraged to use simple conventions to “signpost” your argument so that
your readers never lose track of where they are (for example, “My first argument is ….
My second argument is ….”)
o 12 point font. Double-spaced. One-inch margins all around.
o 8-10 pages in length.
o The course textbook, handouts, and class notes will be useful references. You must
also, however, use and cite a minimum of three additional references. For the
outside sources, you are encouraged to use scholarly materials (e.g., journal articles or
books). Use only reputable, reliable sources of news, information, or analysis. If you
are uncertain if a source is reputable and reliable, ask your instructor.
