Policymakers should make policies that aim at preventing crimes in government departments to help in identifying incentives. An organization will never understand whether a procedure needs to be changed unless they have the process for policy evaluation. Implementation and evaluation of systems create a safe, inclusive, and enjoyable working environment.

Criminologists study data and come up with theories on how to deter crime based on the conclusion of researched data. They advise policymakers on the methods of implementing approaches to public policy. Lawmakers put the opinions formed by criminologists into practice. For example, choice theory consists of four base theories with different policy implications, including deterrence, incapacitation theory, rational theory, and specific deterrence.
