Research assignment on legislative process

In 2015, the Public Health and Wellbeing Act 2008 (Vic) was amended by the
Public Health and Wellbeing Amendment (Safe Access Zones) Act 2015 (Vic), to
establish 150 metre zones around hospitals, GP clinics and health services that
perform abortions. In light of the public debate about protests outside abortion
clinics in Victoria, evaluate whether the current legislation is desirable and
effective, and its impact on the potentially competing rights and interests of the
women seeking an abortion, the clinic staff, and the protesters.

This is a research assignment. You are required to undertake your own research in
respect of the relevant Victorian legislation. You need to find appropriate sources that
support your discussion of the posed question and reference them adequately. Solely
relying on newspaper articles is not sufficient. You should also consider academic
articles, any relevant case law, submissions to government inquiries, government
reports, and Parliamentary debates (Hansard). Undertaking individual research
evidenced by appropriate referencing attracts overall a maximum of 10 marks.
