Social policy

This research paper is for my social policy class. I have to choose a topic, a theory, and a social policy and write a paper about how to address the issue chosen. I have already picked my topic, a theory, and social policy.
The topic is: mental health
The policy is the Affordable Care Act (ACA) so here, ACA has been slightly changed during Trump administration, they asked people to hold certain hours a week in order to keep using mental health services. This new policy is affecting unemployed people or people who got laid off during the outbreak of the COVID-19 period. However, I want the researcher to cast a spotlight on such an issue going through the paper requirements (attached within this order).
The policy is either: functionalism or narrative theory. The theory has to layout the issue succinctly. I am here and will respond quickly if something is vague or if the researcher needs more clarification of some sections. Thanks for helping me through this!! Best!
