Utility regulator

Put yourself in the position of being a public utility regulator in Arizona or Nevada. Your job is to ensure that the utility provides reliable electric service at reasonable prices. Rooftop solar is becoming widely adopted in your jurisdiction. This benefits electricity consumers because it allows the utility to cancel or defer some new power plant investment. But the utility claims that demand for grid-provided power has dropped so much that it sees trouble making payments to maintain existing equipment (power plants, substations and so forth – you might recall the basic rate of return equation from Lesson 5) at the current rate of 8 cents per kWh. What changes, if any, would you allow the utility to make to its electric rates? (In other words, would you allow the utility to raise the rate from its current level, allow the utility to impose customer surcharges as happened in Arizona and Nevada, or something else?) Please be sure to justify your answer.
